Seen it happen
I've seen that happen a lot. I think shippers have a limited number of box sizes and stuff gets tossed in whatever box it will fit into. If they run short of one size the packers just go up a size or two. They don't really care because weight counts more than volume up to a point.

So jeez our good friends at Apple pack their ipods in compact boxes to save on trucking costs and the environment.... but it sure doesn't apply to the keyboards...

At least it's reusable and recyclable material. I reuse shipping boxes and packing materials all the time in my business unless they are excessively dirty or damaged.
However I think it would be a great idea if we used less cardboard and more standardized, reusable, durable, nestable plastic containers with securely sealing lids. Problem is who bears the initial higher cost and the cost of shipping empty containers? They would also have to be designed so that address labels would stay securely on during shipping but be easily removable for the next guy. Perhaps the boxes could be made available by the Post Office and UPS etc. for a small refundable deposit.

I used to work with a very obese man who ate TWO diet meals for lunch and two SlimFast drinks for break, in the mistaken assumption that he'd lose weight twice as fast.
I think Apple must have the same concept. The more recyclable material you use, the more environmentally friendly you are!
